Reform pathways

  1. Statutory designation expansion model
    Establish formal clothing-optional zones by statute or recognised regulatory mechanism, with clear boundaries and signage.

  2. Standardised governance model
    Adopt nationally consistent governance standards for designated zones, venues, and events, including code of conduct, privacy and safeguarding.

  3. Enforcement clarity model
    Clarify the distinction between non-sexual nudity and indecent conduct to reduce discretionary inconsistency.

  4. Pilot framework
    Implement time-limited pilots with measurable indicators, then expand only on evidence and compliance performance.

Metrics and evaluation

  • Complaint incidence and resolution time

Institutional separation of advocacy
