Request for Institutional Recognition of Nudism & Naturism

Requesting fair, accurate and non-sexual recognition of legitimate nudism and naturism

Governments and institutions sometimes make decisions, develop policies or communicate publicly about nudism, naturism and nudity without clearly distinguishing legitimate non-sexual participation from unrelated sexual conduct.

This template can be used to ask a government body, human rights institution, public authority or other relevant organisation to consider how legitimate nudism and naturism are recognised, described and treated within its area of responsibility.

Recognition does not require an institution to endorse naturism or require anyone to participate. It can simply mean recognising what legitimate nudism and naturism are, distinguishing them accurately, and making decisions on the basis of applicable law, evidence and conduct rather than assumptions arising solely from nudity.

You do not need to belong to NaturismRE, a federation, club or other organisation to use this resource.

You do not represent NRE by using this template. Adapt it to your own circumstances, jurisdiction and the institution you are contacting.

What Can Institutional Recognition Mean?

The meaning of recognition will depend on the institution involved. It does not necessarily mean creating a new legal status or protected category.

Accurate Classification

Recognising legitimate nudism and naturism as distinct from pornography, sexual activity or other unrelated conduct.

Non-Sexual Context

Recognising that nudity can occur in recreational, social, cultural, health, environmental and other non-sexual contexts.

Fair Decision-Making

Ensuring that decisions are based on applicable law, relevant conduct and evidence rather than assumptions arising solely from nudity.

Clear Terminology

Reviewing whether institutional terminology accurately distinguishes nudism, naturism, non-sexual nudity and sexual conduct.

Policy Review

Considering whether existing policies unintentionally misrepresent or disadvantage legitimate nudist or naturist participation.

Transparent Position

Asking an institution to explain its position and identify the legal, policy or administrative basis for that position.

Recognition Is Not the Same as Legal Protection

Nudism and naturism may be treated differently between jurisdictions and institutions.

This template should not be used to claim automatically that naturism is a protected characteristic, philosophical belief, cultural right, religion or other legally protected status.

Those questions depend upon the applicable law and circumstances.

Where legal protection or protected status is relevant, ask the responsible institution to assess the question under the applicable legal framework rather than assuming the answer.

Subject: Request for fair and accurate institutional recognition of nudism and naturism

Dear [Title + Surname] ,

I am writing to ask [institution / authority] to consider how legitimate nudism, naturism and non-sexual social nudity are recognised, described and treated within its area of responsibility.

My particular concern relates to [DESCRIBE THE POLICY, CLASSIFICATION, DECISION, TERMINOLOGY, TREATMENT OR OTHER ISSUE] .

Nudism and naturism can involve peaceful, non-sexual recreational, social or lifestyle participation. Naturism may also include broader connections with nature, outdoor living, wellbeing and environmental responsibility.

The presence of nudity does not, by itself, explain the purpose, context or conduct involved. For this reason, I believe that institutional policies and communications benefit from clearly distinguishing legitimate non-sexual nudism and naturism from sexual conduct, pornography or other unrelated activity.

I respectfully ask [institution / authority] to consider:

  • recognising legitimate nudism and naturism as forms of non-sexual social, recreational or lifestyle participation where appropriate to the institution's responsibilities;
  • distinguishing nudism and naturism from sexual conduct, pornography or other unrelated sexual activity when developing policies, communications, classifications or administrative decisions;
  • ensuring that decisions affecting participants are based on applicable law, evidence and relevant conduct rather than assumptions arising solely from nudity;
  • considering whether existing terminology, policies or administrative practices unintentionally misrepresent legitimate nudism or naturism;
  • providing clear information about the institution's position and the legal, policy or administrative basis for that position.

This request does not assume that nudism or naturism constitutes a protected characteristic, philosophical belief, cultural right or other legally protected status in [jurisdiction] .

Where such questions arise, I respectfully ask that they be assessed under the applicable legal framework.

I am not asking that nudity be imposed upon people who do not wish to participate, nor am I asking the institution to disregard legitimate safety, safeguarding, privacy, public-order or other applicable requirements.

I am asking that legitimate nudism and naturism be considered according to their actual context and conduct rather than being automatically classified through a sexual interpretation of nudity.

NaturismRE has developed public-interest resources concerning legal clarity, terminology, governance, public policy and the distinction between legitimate nudism and naturism and sexual activity.

I would appreciate [institution / authority] advising whether it would be willing to review this matter and clarify its current position.

If responsibility rests with another department, authority or institution, I would appreciate being directed to the appropriate body.

Thank you for considering my correspondence.

Sincerely,

[Full Name]

Make the Request Specific

Institutional recognition can mean different things in different contexts. Identify what you actually want the organisation to consider.

You may be concerned about terminology in a policy, a classification system, censorship, access to services, an administrative decision, public communications or the way nudism and naturism are represented by an institution.

Explain the specific problem and the change or clarification you are requesting.

Avoid asking for a broad legal status when the actual problem can be addressed through a narrower policy, classification or administrative change.

Supporting Frameworks & Further Information

Select the NRE resources relevant to the issue you are raising. Providing one or two directly relevant resources will generally be clearer than sending a large collection of unrelated material.

Legal Clarification Template

Where the central issue is uncertainty about public nudity, decency provisions or the interpretation of existing law, use the dedicated legal clarification resource.

NICP Act

NRE's model legislative framework addresses terminology, legal recognition, digital treatment, discrimination and distinctions between legitimate nudism and naturism and sexual activity.

Government Engagement

NRE provides dedicated resources for governments, policymakers and institutional stakeholders.

NRE Industry Standards

The voluntary Nudism & Naturism Industry Standards provide a framework addressing classification, transparency, safeguarding, privacy, governance and accountability.

Public Use & Adaptation

This template is provided freely for public use. No copyright restrictions are attached to this template.

Individuals, advocacy groups, organisations and community associations may adapt it to suit the legal, cultural, administrative and social context of their region, state or country.

Nudism and naturism are not necessarily identical concepts. Some people identify more closely with nudism, with emphasis on body freedom, comfort and non-sexual social nudity. Others identify more closely with naturism, which may also incorporate broader principles concerning nature, wellbeing, sustainability and outdoor living.

Adapt the terminology to the people, issue and institution involved.

Who Could You Contact?

Depending on the issue and jurisdiction, the appropriate recipient might include:

a government department, Attorney General or Justice Ministry, human rights body, ombudsman, local authority, cultural or equality institution, regulator or another organisation whose policies affect the issue.

Check that the recipient actually has responsibility for the matter before sending your request.

When You Receive a Response

Read the response according to what the institution actually states.

An acknowledgement is not recognition. A referral is not an endorsement. Agreement to examine an issue is not the same as accepting a proposed policy change.

Where the institution provides a substantive position, retain a copy and consider whether a focused follow-up question would be useful.

Important: This page is a public-interest advocacy and policy-engagement resource. It is not legal advice and does not state that nudism, naturism or non-sexual nudity has a particular protected legal status in any jurisdiction. Legal protections, public-nudity laws, discrimination frameworks and institutional responsibilities vary. Users should verify applicable law and seek qualified legal advice where necessary.

Recognition Begins With Accurate Understanding

An institution does not need to endorse naturism in order to describe it accurately.

Clear terminology, evidence-based decisions and appropriate distinctions between non-sexual and sexual conduct can improve policy, governance and public understanding.

NaturismRE provides these resources to support constructive, lawful and informed engagement.

Ask for accuracy. Ask for clarity. Ask for fair consideration.
