The Path Forward: Supporting the 2025 Decency and Public Nudity Clarification Bill

The 2025 Decency and Public Nudity Clarification Bill is a foundational step toward a more inclusive and respectful Australia, where body freedom is no longer stigmatised or misunderstood. This Bill is focused, legally sound, and addresses the urgent need for clarity in current public decency laws, ensuring that peaceful, non-sexual public nudity is not criminalised.

As part of a broader vision, NaturismRE is proposing a long-term, phased legislative strategy to support cultural understanding, public safety, and personal freedoms around naturism and clothing-optional lifestyles.

Long-Term Vision: 9 Supportive Legislative Initiatives

These complementary Bills are not intended to be introduced all at once. Instead, they will be brought forward gradually after the passage of the Decency Clarification Bill, with proper consultation, education, and public feedback.

1. Anti-Discrimination and Body Freedom Act

Protect individuals practising naturism from workplace, housing, and social discrimination. This will formally recognise body freedom as a personal right.

2. Clothing-Optional Recreational Areas Bill

Allow local councils to designate beaches, parks, and trails as clothing-optional zones, with community consultation and clear signage to respect everyone’s comfort.

3. Naturist Tourism Promotion Act

Support eco-friendly, body-positive tourism through incentives and partnerships. Promote Australia as a safe destination for international naturist travellers.

4. Freedom of Expression and Lifestyle Act

Affirm the right of Australians to live according to peaceful, alternative lifestyles, including naturism, so long as they respect public order and consent.

5. Public Nudity Education and Awareness Act

Fund public education campaigns that differentiate naturism from indecency and promote mutual respect, body acceptance, and inclusivity.

6. Environmental and Sustainable Living Act

Promote naturism’s role in reducing textile waste and supporting sustainable living. Recognise the environmental value of minimalism and conscious consumption.

7. Healthy Body Image and Mental Health Act

Fund research and wellness programs that demonstrate naturism’s positive impact on body image, confidence, and mental health.

8. Amendments to the Summary Offences and Anti-Discrimination Acts

Update existing laws to reflect a modern understanding of respectful nudity versus offensive behaviour.

9. Community Inclusion and Mediation Act

Establish mediation processes and advisory boards to help naturist and non-naturist communities coexist peacefully and constructively.

Strategic Messaging: What the Public Needs to Know

• This is not about forcing nudity on anyone. It’s about choice, respect, and reducing unnecessary criminalisation.

• Naturism promotes positive values: mental health, body confidence, sustainability, and mutual respect.

• We will work with councils, communities, and experts to ensure that every step forward is taken carefully, respectfully, and inclusively.
