Yet in Australia, naturist tourism remains under-supported, under-promoted, and often misunderstood — despite its potential to generate regional economic growth, eco-tourism opportunities, and public well-being.
This petition calls on Australian governments at all levels to adopt and support the Naturist Tourism Promotion Act — a visionary legislative framework designed to recognise, guide, and responsibly promote naturist tourism across the country.

PARTE 1 - PRELIMINARES
1. Short Title
This Act may be cited as the Naturist Tourism Promotion Act.
2. Commencement
This Act will commence on a date to be proclaimed.
3. Purpose
The purpose of this Act is to:
(a) Encourage the development and promotion of naturist and clothing-optional tourism in Australia;
(b) Recognise naturist tourism as a legitimate and growing segment of the domestic and international travel market;
(c) Support economic opportunities for regions embracing naturist tourism;
(d) Ensure that naturist tourism is promoted responsibly, respectfully, and in accordance with Australian laws and community standards.
4. Definiciones
A los efectos de la presente Ley:
Naturist tourism refers to travel and recreational activities that involve lawful social nudity, clothing-optional experiences, or participation in naturist events, retreats, or locations.
Naturist facility means a campground, resort, beach, park, or other venue that lawfully permits social nudity or clothing-optional use.
Accredited operator refers to a tourism provider registered under a recognised code of naturist practice, who agrees to uphold respectful conduct and environmental care.
PART 2 – PROMOTION AND SUPPORT OF NATURIST TOURISM
5. Recognition of Naturist Tourism
(1) Naturist tourism is hereby recognised as a legitimate form of recreational and lifestyle travel.
(2) Government tourism agencies at local, state, and federal levels shall include naturist tourism in their promotional frameworks where lawful and appropriate.
6. Support for Regional Economic Development
(1) Regional councils may apply for grants or promotional support to develop naturist tourism zones or attractions.
(2) Priority may be given to environmentally sustainable projects that support local employment and low-impact tourism.
7. Inclusion in National and State Tourism Strategies
Tourism Australia and relevant state bodies are encouraged to:
(a) Include naturist destinations and events in their official tourism materials;
(b) Provide guidance to naturist operators on marketing, international outreach, and compliance;
(c) Engage with recognised naturist associations and stakeholders when drafting tourism policies.
PART 3 – RESPONSIBLE PRACTICE AND CONDUCT
8. Code of Conduct for Naturist Tourism Providers
(1) All accredited naturist tourism operators must adopt and visibly promote a code of respectful conduct.
(2) This code shall include:
(a) Prohibition of sexual activity in public areas;
(b) Zero tolerance for harassment or inappropriate photography;
(c) Respect for cultural sensitivities and environmental protection.
9. Training and Compliance
(1) Tourism operators receiving government support or promotional listing must provide basic staff training on naturist etiquette and responsible conduct.
(2) A complaints mechanism must be established for guests and visitors.
10. Protection of Community Standards
(1) Clothing-optional and naturist tourism venues must not be promoted near sensitive sites, including schools, aged care facilities, or locations deemed unsuitable by council or state authorities.
(2) Community consultation is encouraged prior to the launch of large-scale naturist events.
PART 4 – EVENTS, FESTIVALS, AND INTERNATIONAL OUTREACH
11. Support for Naturist Events and Gatherings
(1) Councils and tourism bodies may endorse and support regional, national, or international naturist events.
(2) Such events must comply with Australian law and promote respectful public engagement.
12. International Promotion and Visitation
(1) The Australian Government may include naturist tourism as a niche travel option in international tourism campaigns.
(2) Visas and customs entry information should include guidance to international naturist travellers to ensure lawful conduct while visiting Australia.
PART 5 – REVIEW AND FUTURE EXPANSION
13. Annual Report on Naturist Tourism
Tourism departments shall prepare an annual summary report on the performance and development of naturist tourism, highlighting:
(a) Economic contribution;
(b) Community feedback;
(c) Environmental outcomes;
(d) Recommendations for improvement.
14. Future Review of Naturist Tourism Zones
Every five (5) years, the Federal Government shall review opportunities to expand or adjust policies relating to clothing-optional zones and naturist tourism designations.
