To the Hon Members of Parliament, Ministers for Multicultural Affairs, Human Rights Commissioners, and Local Government Leaders,
We, the undersigned, respectfully urge you to consider and support the enactment of the Community Inclusion and Mediation Act, proposed by Vincent Marty, Founder of NaturismRE, as a national initiative to prevent cultural conflict, strengthen social cohesion, and address rising tensions around emerging lifestyles and public expression.
WHAT IS THE COMMUNITY INCLUSION AND MEDIATION ACT?
This Act offers a compassionate, practical, and non-punitive approach to addressing cultural misunderstandings and public disputes. It aims to:
Foster inclusion and mutual respect in increasingly diverse communities
Promote tolerance for non-harmful lifestyle expressions such as naturism
Prevent escalation of conflict through peaceful mediation services
Support evidence-based community education to dispel fear, bias, and misinformation
Recognise the dignity of all lawful individuals and emerging movements in public life
KEY FEATURES OF THE PROPOSED ACT:
1. Community Education & Awareness
Local governments will be funded to run public campaigns promoting:
Tolerance of lawful diversity (including naturist and alternative lifestyles)
Respectful conduct in shared spaces
Empathy, understanding, and informed discussion
2. Inclusion Support Grants
Funding will be available for councils and non-profits to:
Host workshops or public forums on cultural understanding
Support underrepresented voices in media and discourse
Create accessible resources to correct misconceptions and reduce stigma
3. Community Mediation Services
Local mediation panels will be established to help resolve disputes related to:
Public nudity complaints (where behaviour is lawful and peaceful)
Neighbourhood or cultural disagreements
Misunderstandings surrounding diversity in public space
Mediators will be specially trained in conflict resolution, trauma-informed practice, and cultural competence to ensure neutral, respectful outcomes.
4. National Community Inclusion Index
An annual report, led by the Australian Human Rights Commission, will track:
Community tolerance levels
Effectiveness of mediation services
Public engagement with inclusion education
Representation of diverse groups in local leadership
WHY THIS MATTERS:
As Australia becomes increasingly diverse in both background and beliefs, it is essential that we build pathways toward understanding, not confrontation. From misunderstandings about lawful naturism, to tensions around cultural practices, we cannot afford to allow fear and misinformation to erode social cohesion.
This Act does not change existing laws regarding offensive behaviour. Instead, it gives everyday Australians the tools to resolve issues peacefully, through education, dialogue, and mutual respect.

PART 1 – PRELIMINARY
1. Short Title
This Act may be cited as the Community Inclusion and Mediation Act.
2. Commencement
This Act shall commence on a date to be proclaimed.
3. Purpose
The purpose of this Act is to:
(a) Foster social cohesion and mutual respect between diverse individuals and communities;
(b) Establish clear, peaceful pathways for resolving public, cultural, and lifestyle-related misunderstandings;
(c) Support community education and mediation services as tools for inclusion, especially in areas experiencing cultural change, controversy, or emerging movements;
(d) Prevent escalation of social disputes and promote reconciliation, respect, and tolerance.
4. Definitions
Community inclusion refers to active efforts to ensure that all individuals, regardless of background, belief, lifestyle, or expression, are welcomed and respected in public and shared spaces.
Mediation means a structured process where an impartial facilitator helps parties resolve disputes through dialogue and mutual agreement.
Community mediator is a trained, accredited individual authorised to facilitate inclusion-focused mediations in culturally or socially sensitive contexts.
Emerging movement refers to a newly visible or marginalised lifestyle, philosophy, or cultural expression gaining public attention.
PART 2 – COMMUNITY EDUCATION AND SUPPORT
5. Community Awareness Programs
(1) Local governments shall develop and deliver education campaigns to promote:
Understanding of social diversity;
Tolerance of non-harmful alternative lifestyles, such as naturism;
Respectful conduct in shared spaces.
(2) Campaigns must be evidence-based, culturally sensitive, and accessible to a broad range of demographics.
6. Inclusion Support Grants
(1) Councils and non-profit organisations may apply for funding to:
Deliver workshops or community meetings on inclusion;
Create public materials that address common misconceptions;
Support underrepresented or misunderstood groups in public discourse.
PART 3 – COMMUNITY MEDIATION FRAMEWORK
7. Establishment of Local Mediation Services
(1) State and Territory governments shall support the creation of accredited community mediation panels. (2) These panels may intervene, upon request or referral, in disputes involving:
Cultural misunderstandings;
Public conduct complaints (including lawful naturist expression);
Neighbourhood disagreements over diversity in public or shared spaces.
8. Mediation Referral and Participation
(1) Mediation may be initiated by any party to a community dispute, or by local authorities seeking non-punitive resolution. (2) Participation is voluntary but may be recommended as a condition prior to escalation to legal enforcement.
9. Mediator Roles and Standards
(1) Community mediators must be trained in:
Conflict resolution;
Cultural competency;
De-escalation techniques;
Trauma-informed and inclusive practice.
(2) Mediators are to remain neutral and encourage parties to reach mutually respectful outcomes without discrimination or punitive language.
PART 4 – MONITORING, EVALUATION AND IMPACT
10. Annual Reporting and Impact Assessment
(1) Local councils and State mediation bodies shall publish annual reports evaluating:
Number and outcomes of community mediations;
Public participation in inclusion campaigns;
Reduction in conflict-based complaints over lifestyle differences.
11. National Community Inclusion Index
(1) The Australian Human Rights Commission shall maintain and publish a Community Inclusion Index, measuring:
Community tolerance levels;
Diversity representation in local leadership;
Success of mediation and education programs.
EXPLANATORY NOTES (Non-legislative)
The Community Inclusion and Mediation Act offers a proactive alternative to conflict and criminalisation in situations of public misunderstanding. By enabling respectful education and mediation services at the local level, it reduces social tension, fosters cultural respect, and supports individuals living peacefully in accordance with their beliefs or lawful lifestyles—including naturist expression—without fear of ostracism or legal retaliation.
