NaturismRE encourages individuals, advocacy groups, organisations, and community associations to adapt this template to suit the legal, cultural, administrative, and social context of their region, state, or country.
These templates are intended to support respectful, lawful, inclusive, and safeguarding-aware discussions surrounding nudism, naturism, public decency, and non-sexual social nudity.
Some communities may identify more closely with nudism, generally focused on body freedom, comfort, and non-sexual social nudity. Others may identify more closely with naturism, which may also include broader principles related to harmony with nature, wellbeing, sustainability, and outdoor living.
If assistance is required in adapting or personalising the template, NaturismRE may be contacted for general guidance. Our team, including Aletheos, our intelligence advisor, will endeavour to assist where possible.
Please note that NaturismRE receives a large number of emails and messages. While we attempt to respond where possible, response times may vary.
Template Purpose
This template may be used to request formal clarification from a government department, law enforcement body, legal authority, local council, or public official regarding the interpretation and enforcement of public nudity and public decency laws.
It is particularly relevant where laws appear vague, outdated, inconsistently applied, or unclear in relation to peaceful, non-sexual, clothing-optional activities such as beach use, hiking, swimming, or social recreation.

Dear [Title + Surname],
I am writing to respectfully request formal clarification regarding the current interpretation, enforcement, and legal limits surrounding public nudity and public decency provisions under [insert applicable legislation, for example Summary Offences Act 1988 (NSW), local government legislation, or relevant national law].
There is growing interest across [your country or region] in clothing-optional activities such as naturist hiking, beach use, swimming, and social gatherings, where such activities are conducted in a non-sexual, respectful, and peaceful manner.
However, where legal guidance is unclear, citizens, law enforcement officers, local councils, land managers, and community organisations may experience uncertainty regarding what is lawful, what is prohibited, and how complaints should be assessed.
To support lawful and respectful engagement with public space, I respectfully request clarification on the following matters:
- Is non-sexual public nudity, in and of itself, a criminal offence under current legislation?
- Does intent or context, such as sunbathing, swimming, hiking, or passive recreation, affect the legal interpretation?
- How are terms such as “offensive”, “indecent”, “obscene”, or similar provisions interpreted in practice?
- Are there legal precedents, departmental policies, police guidelines, or council procedures relevant to complaints involving naturism, nudism, or non-sexual body freedom?
- Are there circumstances where nudity may be considered lawful where there is no sexual conduct, threatening behaviour, harassment, public disorder, or intent to shock?
- What guidance, if any, is provided to enforcement officers when distinguishing non-sexual nudity from lewd or inappropriate conduct?
As a citizen [or organisation] committed to lawful conduct, public safety, and respectful social engagement, I believe that transparent legal clarification may benefit all stakeholders, including law enforcement, local councils, naturists, nudists, land managers, and the broader public.
Clear guidance may assist in reducing uncertainty, preventing unnecessary conflict, supporting consistent enforcement, and distinguishing peaceful non-sexual nudity from genuinely harmful or inappropriate behaviour.
I would welcome any official commentary, departmental guidance, legal interpretation, policy document, or precedent that may assist community understanding and lawful conduct.
Thank you for your time and attention to this matter. I look forward to your response.
Sincerely,
