Communities with substantial night work, extended-hours employment or other non-standard work patterns may want local authorities to examine whether post-shift recovery infrastructure warrants further consideration.
This resource provides residents, workers and community organisations with a structured way to ask Council to review the Safe Health Zones concept.
Safe Health Zones are proposed as voluntary, post-shift recovery environments that may be explored particularly in communities with significant night work or extended-hours operations.
This is not the same as requesting a clothing-optional recreational area or naturist access zone. This template concerns the SHZ health, recovery and community-wellbeing framework specifically.

- accept predetermined health outcomes;
- create an employment programme;
- replace employer fatigue-management responsibilities;
- provide clinical treatment;
- bypass planning, consultation or land-management processes;
- implement a pilot without appropriate assessment.

What evidence, safeguards and evaluation criteria would Council require before considering or reviewing a pilot?
Council May Not Be the Responsible Authority
Local government responsibilities vary between jurisdictions.
Council may determine that SHZ falls partly or entirely within the responsibilities of another government agency, health authority, land manager, employer or other body.
That does not make the request unsuccessful. Identifying the appropriate authority can itself be a useful outcome.

I am writing to respectfully request that Council consider reviewing a concept known as Safe Health Zones (SHZ) as a potential small-scale, time-limited pilot, particularly in communities with significant night work, extended-hours employment or other non-standard work patterns.
Safe Health Zones are proposed as a voluntary post-shift framework designed to provide a structured opportunity for recovery after night or extended-hours work.
They are not proposed as work activities, enforcement programmes, productivity initiatives, clinical treatment or substitutes for existing employer fatigue-management responsibilities.
From the information currently available, an SHZ pilot could be considered around principles including:
The concept is being raised in the context of community-level questions concerning night-shift fatigue, circadian disruption, post-shift recovery and commute-home safety following overnight or extended-hours work.
I am not suggesting that an SHZ pilot has already been demonstrated to produce particular health, safety or community outcomes.
Rather, I am asking whether Council considers the concept sufficiently relevant to warrant preliminary review and, if so, what evidence, governance and evaluation requirements would be appropriate.
In particular, I respectfully ask Council to consider or advise:

If Council considers that the concept falls outside its responsibilities, I would appreciate advice identifying the relevant authority or agency where possible.
Any further consideration should remain subject to Council governance, applicable law, relevant planning and land-management requirements, appropriate community consultation and any other regulatory requirements that apply.

Understanding Council's Response
Council may refer the request internally, seek further information, identify another responsible authority, raise planning or operational concerns, recommend stakeholder consultation, consider preliminary assessment or decide not to proceed.
A referral to another department or authority does not mean that Council supports or opposes SHZ.
Likewise, an acknowledgement, meeting or willingness to review the concept should not be described as Council endorsement.
The purpose of the initial request is to establish whether the concept warrants consideration and who has responsibility for that consideration.
