    • Police and courts should be guided to assess intent, impact, and setting — not rely on outdated moral codes.

  4. Legal safeguards for naturists

    • Citizens who identify with naturism or participate in lawful clothing-optional activities should not be targeted or profiled.

  5. Public education and legal training

    • Clear language must be supported by updated training for law enforcement and awareness materials for the public.

🔹 International Precedent:

  • In New Zealand, public nudity is not illegal unless it is clearly intended to offend.

  • In Spain and Germany, nudity in natural settings is legal and culturally accepted.

  • Canadian courts have ruled that nudity alone does not meet the legal threshold for indecency.

These models demonstrate that clarity fosters harmony, and that fair laws reduce conflict, not increase it.
